(1) SERVICE. This chapter recognizes that all events approved by the service vice-presidents and opened to chapter shall be official Omega service events.
(2) FELLOWSHIP. This chapter recognizes all events approved by the fellowship vice-president and opened to the chapter where three or more members or pledges are in attendance to be official Omega fellowship events. In addition, any active member can earn one fellowship credit by attending a pledge meeting.
SECTION 2. ADDITIONAL CREDIT
(1) INDEPENDENT SERVICE HOURS. This Chapter may grant independent service hours to any active or associate member who completes hours additional to those performed with Alpha Phi Omega if the hours do not fulfill requirements for any other organization, class, or academic board. Independent hours may constitute up to half of the required service hours for that member. It is strongly advised that the participating member contact the Service Vice President before the independent hours are performed in order to confirm the validity of the project. Independent hours will be voted on by the executive committee as they are brought to the committee’s attention.
(2) CHAPTER SERVICE. Serving on the executive committee is service to the chapter and those on the executive committee will be awarded two hours of service for each semester served. Being a pledge parent is service to the chapter, so upon complete of all pledge parent requirements, members will be granted two hours of service. Attending sectionals, regionals, and nationals, is service to the fraternity, thus any member attending such gather shall be granted two hours of service.
(3) CAMPUS SERVICE. Serving as a resident assistant is service to the campus, thus all resident assistants shall be granted two hours of service every semester as a resident assistant.
(4) SERVICE PENALTY. Failure of any member to attend any service event he or she signed up for or to provide a suitable substitute or replacement results in a deduction of half the time of the scheduled event. Appeals regarding illnesses and other unforeseen circumstances should be presented to the Service Vice Presidents by the following executive committee meeting. The decision to excuse an event is left to the discretion of the Service Vice Presidents.
SECTION 2. ELECTION OF OFFICERS. Elections shall take place at the annual business meeting. The election of officers shall proceed in the order in which the officers are listed in Section 1 of this Article. Any active member may nominate any active member for an office electronically, with the Sergeant-at-Arms, for a period of one week, two weeks prior to the business meeting. However, nominees for the offices of President, Service Vice President, Membership and Alumni Vice President, Fellowship Vice President, and Sergeant-at-Arms must be active members in good standing for at least one semester prior to the election. In addition nominees for president must have served on the executive council previously. The nominee may accept or refuse the nomination. A list of candidates will be released to the chapter no later than one week prior to the Business Meeting. In the event that no one is nominated during the week open for nominations, nominations shall be accepted at the business meeting. At the business meeting every candidate nominated for an office shall be given no more than three minutes to speak, and no more than two minutes to answer questions as means of campaigning for office. After every nominee has spoken, a closed discussion will commence after which voting by secret ballot shall take place. All elections shall be by secret ballot; no proxy or absentee voting shall be allowed. All members not on probation may vote for officers. The President shall serve as chairperson for any and all elections and will be responsible for the integrity of the results. The Sergeant-At-Arms shall be responsible for the preparation, distribution, collection, and counting of all ballots, under the supervision of the President. The winner shall be announced by name by the President. In the event of a tie between the leading candidates, the persons receiving an equal number of votes shall participate in an additional round of voting.
SECTION 3. VACANCIES. In the event of a vacancy in an office the chapter President will call an election as described in these Bylaws for the purpose of filling that office.
SECTION 4. TERM IN OFFICE. The term in office shall last two semesters following the election beginning the first day of the spring semester and ending on the last day of finals week of the Fall semester.
SECTION 5. DUTIES OF THE OFFICERS
(1) PRESIDENT. The President shall serve as the presiding officer at all chapter meetings and at meetings of the executive committee, plan all general chapter meetings and executive committee meetings, conduct all executive committee meetings, oversee all chapter activities and coordinate the functions of all chapter officers and committees, and be responsible for the relations between the Advisory Committee and the chapter. Additionally, it is the president’s responsibility to run the chapter in accordance with these Bylaws as well as the National Standard Chapter Articles of Association and Drake University policies. The president will also serve as an ex-officio member of all committees and communicate with advisors, Drake administration, regional, sectional, and national Alpha Phi Omega authorities. The president will also ensure that all chapter reporting is completed, have access to the chapter bank accounts with the Treasurer, promote leadership as one of the cardinal principles of Alpha Phi Omega, and other such duties applicable to the office as prescribed by the executive committee.
(2) SERVICE VICE PRESIDENTS. The Service Vice Presidents shall plan and coordinate the service program of the chapter, serve as chair of the service committee, delegate responsibilities to committee members as necessary, attend all executive committee and chapter meetings or send a representative, preside over chapter and executive committee meetings in the absence of the President, keep accurate records of projects and members' service hours, report said records to the Membership Vice President at the end of each semester for probationary purposes, propose at least four service events per month (excluding months with fewer than three academic weeks), hold at least one service committee meeting per month, assist the Scouting Chair with the Scouting program, promote service as one of the cardinal principles of Alpha Phi Omega, and such other duties applicable to the office as prescribed by the executive committee.
(3) MEMBERSHIP AND ALUMNI VICE PRESIDENT. The Membership and Alumni Vice President shall oversee the maintenance of all membership and alumni records, keep an accurate record of disciplinary action, send birthday cards to brothers in the month of their birthday and in the fall send belated birthday cards to brothers who had summer birthdays, serve as chair of the Membership committee, delegate responsibilities to committee members as necessary, hold at least one Membership committee meeting per month, attend all executive committee and chapter meetings or send a representative, keep accurate membership records, be responsible for bringing to the first general meeting of the semester the names of all members who have been placed on probation and those subject to suspension. The Membership and Alumni Vice President will mail out a letter informing a brother that they have been placed on probation and the reason(s) why. The Membership and Alumni Vice President will also plan and run a Founder’s Day the fall semester of odd numbered years, preside over chapter and executive committee meetings in the absence of the President and Service Vice Presidents, preside over probationary hearings, plan and carry out a retention program for the chapter, plan and carry out an Alumni program for the chapter, assign members to committees, provide committee chairpersons with a list of committee members' names, and such other duties applicable to the office as prescribed by the executive committee.
(4) FELLOWSHIP VICE PRESIDENT. The Fellowship Vice President shall coordinate all Fellowship activities, serve as chair of the Fellowship committee, delegate responsibilities to committee members as necessary, hold at least one Fellowship committee meeting per month, attend all executive committee and chapter meetings or send a representative, plan and carry out an all-chapter retreat each semester, plan and carry out the Spring Formal and awards banquet, keep accurate records of fellowship activities, plan a minimum of one off campus event each month, promote Friendship as one of the cardinal principles of Alpha Phi Omega, preside over chapter and executive committee meetings in the absence of the President, Service Vice Presidents, and Membership and Alumni Vice President, and such other duties applicable to the office as prescribed by the executive committee.
(5) TREASURER. The Treasurer shall be responsible for the finances of the chapter, receive and disperse the funds of the chapter, maintain accurate records of all chapter financial transactions and the chapter checking account, balance the chapter’s checkbook monthly, oversee planning of chapter budget and insure the approved budget is followed, determine a preliminary budget for the semester by the first executive committee meeting of each semester, complete a finalized budget by the third executive committee meeting of the semester. Additionally, the Treasurer will provide the executive council a final budget from the previous semester by the first executive committee meeting of each semester, transmit to the National Office all fees and dues as prescribed by the National Fraternity, and insure that all financial forms and reports prescribed by federal, state and school policies are filed as required. The Treasurer will also be in charge of contacting the appropriate Drake University officials, at the time dues are due the following semester of failure to pay, with the exception of graduating or transferring members then hold is to be placed immediately, to place holds on a member’s account in the event of failure to pay dues, fundraising penalty, returning their pin or paying replacement fee in the case of deactivation or failure to pay for chapter items purchased. The Treasurer will attend all executive committee and chapter meetings or send a representative, preside over chapter and executive committee meetings in the absence of the President, Service Vice Presidents, Membership and Alumni Vice President, and Fellowship Vice President, and such other duties applicable to the office as prescribed by the executive committee.
(6) PLEDGE EDUCATOR. The Pledge Educator shall coordinate the preparations for and execution of all activities related to recruitment and pledgeship and encourage new membership, along with the Rush Chair. The Pledge Educator will serve as chair of the Pledge committee, delegate responsibilities to committee members as necessary, hold at least one Pledge committee meeting per month, attend all executive committee, pledge, and chapter meetings or send a representative. The Pledge Educator will keep accurate records of pledges requirements and keep accurate records of pledge parent requirements. At the mid-point in the pledge period and at the Executive Committee meeting prior to the date pledge voting would potentially take place the Pledge Educator will determine, with Executive Committee members, if the pledges have met their requirements and send out a personal email informing the pledge of their pledging status, plan and coordinate the pledge ceremony and the initiation ceremony with the assistance of the Sergeant-At-Arms, and such other duties applicable to the office as prescribed by the executive committee.
(7) FUNDRAISING CHAIR. The Fundraising Chair shall plan and coordinate at least two different types of fundraising events per semester, serve as chair of the Fundraising committee, delegate responsibilities to committee members as necessary, hold at least one Fundraising committee meeting per month, attend all executive committee and chapter meetings or send a representative, raise at least a specific amount of money for the chapter each semester in conjunction with the Treasurer and passed by the chapter, and such other duties applicable to the office as prescribed by the executive committee.
(8) PUBLIC RELATIONS CHAIR. The Public Relations Chair shall oversee the publication and distribution of the monthly chapter newsletter, communicate with other chapters, be responsible for the publicity of all Alpha Phi Omega events, serve as chair of the Public Relations committee, delegate responsibilities to committee members as necessary, hold at least one Public Relations committee meeting per month, help Pledge Educator and Rush Chair coordinate rush events, coordinate any alumni communications with the Membership and Alumni Vice President, attend all executive committee and chapter meetings or send a representative, and such other duties applicable to the office as prescribed by the executive committee.
(9) SECRETARY. The Secretary shall maintain accurate minutes of chapter and executive committee meetings, make general meeting minutes available to the chapter within 48 hours of the meeting, keep a hard copy of all meeting minutes, keep a record of attendance for all meetings, distribute an accurate membership roster within the first four weeks of each semester, attend all executive committee and chapter meetings or send a representative, and such other duties applicable to the office as prescribed by the executive committee.
(10) SERGEANT-AT-ARMS. The Sergeant-At-Arms shall run all voting procedures, maintain ritual materials, reserve rooms needed for meetings or other chapter events, keep a record of attendance of all mandatory events, excuse members from mandatory events. The Sergeant-at-arms will also prepare, distribute, collect, and count all secret ballots at general and executive committee meetings, maintain the bylaws and chapter policy, attend all general and executive committee meetings or send a representative, guard the portal at all chapter gatherings, chair the awards committee for Spring Formal, and such other duties applicable to the office as prescribed by the executive committee.
(11) SCOUTING CHAIR. The Scouting Chair shall keep the chapter aware of local Scouting activities, serve as chair of the Scouting committee, delegate responsibilities to committee members as necessary, hold at least one Scouting committee meeting per month, plan and carry out at least two Scouting related event per semester, attend all executive and general meetings or send a representative, promote member involvement in Scouting, and such other duties applicable to the office as prescribed by the executive committee.
(12) HISTORIAN. The Historian shall maintain a record of all activities of the chapter, further the preservation and enhancement of chapter records and scrapbook, promote self-education within the chapter regarding the Fraternity, serve as chair of the Historian committee, hold at least one Historian committee meeting per month, take pictures at events, plan the annual spring blood drive attend all general and executive committee meetings, or send a representative, and such other duties applicable to the office as prescribed by the executive committee.
(13) INTERCHAPTER RELATIONS CHAIR. The Interchapter Relations Chair shall plan a minimum of one service or fellowship event per semester and invite, not including sectionals, regionals, or nationals, plan and coordinate all sectional, regional, and national activities. The Interchapter Relations Chair will put out a chapter survey once per semester, hold Senior Member (six or more semesters) meetings three times per semester, organize any intramurals the chapter participates in, and such other duties applicable to the office as prescribed by the executive committee.
(14) WEBMASTER. The Webmaster is responsible for keeping the website up to date and providing all relevant information on the website.
(15) RUSH CHAIR. The Rush Chair is responsible for creating rush events with the Pledge Educator in addition to coordinating the preparations for and execution of all activities related to recruitment and pledgeship, encouraging new membership, directing a potential pledge’s questions to the appropriate person, and providing and explaining to the potential pledges the requirements expected for pledging and the steps to declare intent to pledge.
